Performance Evaluations in Youth Services

I am currently working on creating a procedure for performance evaluations in my Youth Services Department that serves children and families from birth - 12th grade.

I currently evaluate staff on a daily basis but am in need to create a more formal procedure for an annual or semi annual review.

I have ideas about the basics of what to evaluate: timeliness in both attendance and with regard to deadlines, communication, shows initiative, organized, etc. At a recent Children's Managers meeting in my area the topic of evaluating story hours came up with different ideas about evaluating content and performance since this can be a different job responsibility from adult reference librarians. Some managers included this in their evaluations and others didn't due to the subjectiveness of "performance". People have different reading styles and strengths but still do effective, age appropriate story times.

I'm curious as to what other library managers in Children's Depts look for when evaluating staff that includes the uniqueness of our jobs but at the same time can be used to evaluate all staff of the same level (entry level Librarian, Librarian II or Senior Librarian) that may work in different depts equally.

Does anyone have any other advice or pitfalls I should look for when putting this together?

If anyone has any thoughts on the subject of performance evaluations in the middle of cooking turkey or baking pies, I'd really appreciate it.
